摘 要

近年来，建筑业发展速度突飞猛进，建筑行业的竞争日趋激烈，如何加强对项目的科学、系统管理，成为业主方值得深思的问题，而编制工程项目施工管理策划则是项目取得成功的重要保证之一，这就需要对业主方工程项目施工管理策划编制加强研究。项目管理是一项管理实践活动，具有较强的复杂性与综合性。项目施工管理策划是项目管理的核心，更是指导项目管理工作的纲领性文件，其涉及到建设工程项目全过程中的各种管理职能、过程及要素，由此可见业主方项目施工管理策划编制的重要性。项目工程施工管理工作在现阶段面临着较高要求，管理的目标较为繁杂，管理压力较大。在一般情况下，项目管理作为工程项目中最关键的环节，业主方的管理也在不同程度上直接影响着工程整体的质量。此文就业主方项目管理的目标和责任，分析了业主方项目施工管理策划的作用、内容及指导思想，总结其一般规律性，从方法论的角度提出项目施工管理编制和实施的重要性。

Abstract

In recent years, with the rapid development of the construction industry and the increasingly fierce competition in the construction industry, how to strengthen the scientific and systematic management of the project has become a problem worthy of consideration for the owner, and the preparation of the construction management plan of the project is one of the important guarantees for the success of the project, which needs to strengthen the research on the preparation of the construction management plan of the owner.Project management is a management practice with strong complexity and comprehensiveness.Project construction management planning is the core of project management, but also a programmatic document to guide the project management, which involves all kinds of management functions, processes and elements in the whole process of the construction project, so it can be seen that the owner of the project construction management planning is important.At present, the project construction management is faced with high requirements, complicated management objectives and high management pressure.This article is the owner of the project management goal and responsibility, analyzes the owner party function, content of project construction management planning and guiding ideology, summarizes its general regularity, make the project construction management from the Angle of methodology, the importance of the establishment and implementation.
