摘 要

伴随着时代发展，建筑业的管理体制也发生着巨大的变化，分工越来越明细，工程造价管理在建筑业中的重要性越来越大,其造价管理水平的高低直接关系到企业的生存与发展，好的造价管理对于工程质量和造价都有着极为重大的意义。而质量、进度、成本控制是企业在承接工程时最需要考虑的。

工程造价管理在工程项目施工过程的前期中也起着非常重要的作用：其为建设的项目或群体工程的施工的初步的预算；也为施工的准备工作、提供了有力的数据支持；施工组织设计为组织全工地施工提供了科学有序的施工方案和步骤；为施工单位编制工程项目的生产计划和单位工程的施工组织设计提供依据。

依据设计单位提供的施工图纸和相关技术条件以及施工项目现场基本的条件，对完成施工所需的技术，人才以及物力的资源，在编制的施工方案中，都要有所体现。在施工管理运作中，需要做出全面、科学性以及合理性的组织安排，来保证施工项目的优质、高效以及经济和安全环保。
