摘 要

工程项目招标是在市场经济的条件下，进行工程建设项目的承发包过程中所采取的一种交易方式。大力推行招投标制度，可以促进形成市场定价的机制，使得工程价格在竞争环境中更加的趋于合理，不仅如此，实行工程项目的招投标制度还能实现资源的合理配置、降低社会平均劳动的消耗水平。同时，以招投标活动为平台，可以使工程项目报价更加符合价值基础，有利于通过相关合同来控制工程造价，建筑市场的公开、公平、公正三项原则的实现。

通过编制“凡尔赛公馆”一期工程19#楼6层异形框架柱结构住宅项目的招标文件，达到熟练运用CAD软件，未来清单软件以及工程计价软件，并结合工程合同管理、工程造价、项目管理、施工等专业课程知识及本工程实际特点，编制可行的招标文件的目的。重点掌握工程施工招标文件的前期准备，工程量清单的编制方法，了解投标文件的编制方法和基本内容，以及编制步奏等，熟悉工程承发包合同条款的内容。

Abstract

Project tender under market economy conditions, conduct a trading process on contract construction projects undertaken. Master key construction tender documents preparation, BOQ preparation methods, understand the compilation method and the basic content of tender documents, as well as the preparation of step-outs, etc., are familiar with the contents of the terms of the construction contract engineering.
