摘 要

项目前期策划是项目管理的重要组成部分。实践证明，科学和严格的项目前期策划是很多项目成功的关键，项目管理和实施决策的基础。该项目的初步规划，包括项目的构思、研究、可能存在的风险、具体的目标、建立和完善目标体系、项目建议书、可行性研究、项目审批等。该项目的项目前期规划阶段的构想，甚至对项目的生活产生决定性的影响整个系统的工作作为一个项目经理，这一阶段的工作，尤其是管理者应予以足够的重视。从上层管理者的角度对待项目前期策划，上层管理者有必要对可能出现的问题、一个全面的战略和环境进行全面调查。在项目策划过程的早期阶段，尤其是项目的技术方案，不要提出解决问题的方案。需要注意的是项目内容策划应以科学为依据，该项目具有实际意义；重点对待建设项目的详细功能、结构、文化、生态、环境、环保、交通和详细的研究等方面。以上说明了项目前期策划的重要性。本人将编制一份完整的项目前期策划报告，内容有：工程概况、工程目标、项目管理依据、项目范围与WBS分解、招标时间安排、标段划分及总体进度安排、项目实施方案与实施策略、合同管理与项目组织、项目管理工作流程 、项目管理制度、廉政建设规定、质量、安全、环境计划、风险应对计划。

Abstract

Pre-project planning is an important part of project management. Practice has proved that science and strict pre-project planning is the basis of many successful projects, project management decision-making and implementation of value added basis. Preliminary planning of the project, including the idea of the project, research, risk may exist, specific targets, establish and improve the target system, project definition, project proposals, feasibility studies, project approval and other decisions. Pre-project planning phase of the project was conceived, and even have a decisive impact on the life of the project for the whole system works as a project manager, especially the manager of this phase of the work should be sufficient attention. Pre-project planning from the perspective of the upper upper management point of view, it is necessary to upper management problems in a comprehensive strategy and the environment and full investigation to make. Not to propose solutions to the problem prematurely early in the project planning process, in particular the technical program of the project. Note that the project planning content must be scientifically based, and the project has a realistic significance； to focus on construction projects detailed functional, structural, cultural, ecological, environmental, environmental protection, transportation and other aspects of the detailed the study. Above illustrates the importance of pre-project planning.
