摘 要

在招投标的活动中，投标文件是很重要的一个组成，它能够在开标前显示投标人对该招标的回应方案，因此，很多招标人都通过投标书的质量，从技术能力是否过关、管理水平的高低、报价是否合理等方面，判断然后选择可以信赖的投标人。因此，投标人要想中标，获得工程建筑权，以期在艰难的市场环境中寻求生存与发展，就必要编制出一份极具竞争力、适宜的投标文件。

本次毕业设计的主要内容是张家港市韩山安置房三期（东区）项目施工投标文件的编制，主要目的是对该工程工程量清单中的工程量进行报价，得出该工程施工阶段的一个合理的工程造价，再结合工程情况编制施工组织设计，包括施工部署、施工方案、施工平面布置、劳动力配备等内容，最后整理形成一份完整的有竞争力的施工投标文件。

Abstract

In the bidding activities， the bid document is a very important component. It can show the bidder ’s response plan to the bid before the bid is opened. Therefore， many bidders pass the quality of the bid to check whether the technical ability is passed and managed. Judging the level of the level and whether the quotation is reasonable， and then select the bidders that can be trusted. Therefore， if the bidder wants to win the bid and obtain the engineering construction rights in order to seek survival and development in a difficult market environment， it is necessary to prepare a very competitive and suitable bid document.

The main content of this graduation project is the preparation of bid documents for the construction of the third phase (eastern district) of Hanshan resettlement housing in Zhangjiagang. The main purpose is to estimate the engineering quantity in the engineering quantity list.， get a reasonable project cost in the construction stage of the project， and then prepare the construction organization design in combination with the project situation， including the construction deployment， construction scheme， construction plane layout， labor allocation and other contents， and finally sort out a complete and competitive construction bidding document.
