Recent years have witnessed China’s growing national strength, and how to construct a good image of China in the international community has become one of the most significant tasks for translation for international publicity. As a powerful way of spreading Chinese cultures, translation for international publicity has been a research focus in the field of translation studies. In the new era, China not only needs “going global”, but also tries to build up a good national image in the world. In order to achieve this goal, the publicity effect and influence must be improved and strengthened. As an effective way to get to know Chinese current situation, the publicity of political discourse is especially important for international communication. Therefore, the translation of political discourse plays a vital role in the establishment of the national image.
CPC National Congress. In that case, the translation study on the English version of this report has a guiding role for Chinese publicity of political discourse.
The previously research findings reveal that not only the contents and forms of original texts, but also otherness such as the political policies put forward by Chinese leaders are accurately represented in translations of political publicity, which reflects the requirements of ethics of representation; Besides, by the analysis of words with high frequency, omission, adaptation and literal translation are employed to make the translations of political publicity convey the real meaning of those words, thus being wisely loyal to the client — Chinese government. It is also found the hint of ethics of communication in the translations of political publicity. When those items with Chinese characteristics such as metaphors or abbreviations with numbers hinder the target readers’ understanding, certain translation techniques are employed, such as free translation and amplification in order to meet the target readers’ demand for information that caters to understanding and communicating with each other successfully. Furthermore, certain examples selected from the translations of political publicity embody the language norms of the target culture by reducing the redundant words or clarifying logical relations via grammatical and lexical ways.
This thesis offers a new perspective for the studies on translations of political publicity and broadens the scope of the studies on translation ethics. It also provides the foundation for studies on translation for international publicity from the perspective of cross-cultural.

{title}Based on the combination of theory and translation, explore the translation strategy of external propaganda materials from the perspective of intercultural communication. This study takes the political publicity as the research object, and mainly selects the English translation of the report made by General Secretary Xi Jinping at the 19thNational People's Congress of the Communist Party of China. This study mainly uses the combination of quantitative and qualitative research method. This paper analyzes the acceptability of the English translation of the 19th National Congress report to foreign readers, discussing the research results by means of functional translation and other theories, in order to provide reference for the translation of political discourse.
