摘 要

在全球一体化趋势日渐显著的今天,随着中国在国际舞台上地位的日趋提高、发展速度的迅猛提升,中国文化走向世界,让世界了解中国,是中华民族实现伟大复兴的必然要求,也是推动社会主义文化力量发展的必由之路。翻译在跨文化交流和沟通中起着主导作用,特别是党和政府文件的翻译,它是外国了解党和政府政策以及治国方略的重要窗口,对其的翻译策略进行探讨研究具有深远的意义。

本文首先阐明了在跨文化视角下外宣翻译的现状,翻译的视角集中在翻译与社会文化的关系上,运用跨文化交际理论和基于目的论的描述方法来分析和解释翻译的社会,历史和文化功能;其次,结合党政材料的实例,更具实际意义地对外宣翻译的特点进行分析,外宣翻译具有自己的特点,强调准确性,政治立场以及对外国观众阅读和接受的关注。最后,通过采用归化与异化、直译与意译的翻译策略对《十九大报告》、《习近平谈治国理政》等代表性翻译实例进行列举,分析上述策略在实例中的展开及使用,经本文研究,外宣翻译通过上述翻译策略能有效促进中国文化的宣传,达到将中国的政策方针、政治态度准确传递给世界的目的。

Abstract

China is playing an increasingly important role in the international arena and China’s rapid development trend cannot be underestimated. It is an urgent need for the Chinese nation to achieve a necessary way to promote the cultural power. Translation plays a leading role in intercultural communication. The translation of Party and government documents bases on the principle of seeking truth from facts and introduces the world to a real China. It is a window for foreign countries to understand the policies of the Party, the government and the strategy of governing the country.

In this paper, firstly, the status quo of translation of political publicity from the cross-cultural perspective are clarified. Secondly, the translation characteristics of political publicity are expounded, including accuracy, political position, and acceptability. Thirdly, the effective strategies, including domestication and foreignization, literal translation and free translation are demonstrated with certain examples which are excerpted from authoritative Party and government documents. According to the research in this paper, external publicity translation can effectively promote the publicity of Chinese culture through the above translation strategies, so as to accurately convey China’s policy principles and political attitudes to the world.

Translation Strategy of Chinese Political Publicity from the Perspective of Cross-Cultural

1 Introduction

With the rapid growth and the increasing comprehensive strength of China’s economy, China’s rapid development trend cannot be underestimated. The countries of the world are full of curiosity about China's development path and hope to understand and learn from its development model.

Under the background of globalization, China has entered the era of public diplomacy, strengthened the construction of cultural soft power, and let the world understand China. Under the mainstream development trend, the “Going Out” policy has become a national strategy, which fully demonstrates its importance and the political attitude of the country. Chinese culture is the wisdom of Chinese national thoughts, feelings and practical experience which represents the spiritual pursuit and identity of the Chinese nation. General Secretary Xi Jinping advocates “interpretation of the world” in the “Guiding Opinions on Further Strengthening and Improving the Going Out of Chinese Culture”. “Introduce more excellent cultures with Chinese characteristics, embody the spirit of China, and possess Chinese wisdom.... enhance the affinity, and appeal of Chinese culture.” Chinese culture has outstanding national characteristics. As a cross-linguistic behavior, translation is an important way of cultural output, which will promote the development of China’s external propaganda and promote cultural exchanges. How far Chinese culture can go out, and how much it goes out depends largely on the accurate Chinese-English translation. As a special type of translation and media, the political publicity is one of the effective and significant ways for Chinese culture to go out. Its propaganda effect determines China’s success in the world.

Political publicity is an important way to show China to the world. Western countries are most concerned about the political information and the direction of national development revealed by the propaganda documents. However, foreign media have a lot of one-sided reports on China, and their attitudes are inevitably lacking objectivity and authenticity. We need to speak from our own perspective and do our utmost to eliminate other countries’ bias towards China. Based on this status quo, it is very crucial to strengthen China’s external propaganda, especially the intensity of political propaganda. Accurate foreign language translation from the perspective of cross-cultural let other countries’ readers better understand China, and it plays a significant role in China’s better integration into the world and demonstrates China’s positive image which cannot be neglected. Since the reform and opening-up policy, China’s achievements in various aspects on the world stage have become more and more dazzling. From the obscure expressions in the translation of the report of the 16th National Congress of the Communist Party of China to the unified standards for independent translation of the 19th National Congress, it represents a major political policy.

As the international status continues to improve, the country also needs to speak for itself——from the most objective angle, let the world understand China more correctly and comprehensively. The translation work of the Party and government reports deserves special attention. In the 19th National Congress of the Communist Party of China held in Beijing in 2017, the Foreign Affairs Office of China provided reporters with translations of 12 types of report documents. Compared with the 18th National Congress, several other important language translations were added. The translator’s hand guarantees the accuracy and authenticity of the report. It is worth mentioning that on the eve of the announcement of the conference, China introduced foreign language experts to conduct final manuscript review and proofreading. Compared with the slightly sturdy and hard translation of the previous 16th and 17th National Congress, the gradual maturity of the 18th, the 19th foreign affairs work can be said to have achieved a milestone leap. This reflects China’s loyalty to political document translation and its profound significance.

This paper consists of five chapters. Following this introduction, chapter Two reviews the existing foreign and domestic literature and research, which has great significance for the research ideas and decision-making of this paper. Chapter Three presents the characteristics of translation of Chinese political publicity from perspective of cross-cultural. Chapter Four clarifies the strategies of translation of Chinese political publicity from perspective of cross-cultural. Chapter Five is the conclusion of the paper.

2 Literature Review

The translation of foreign propaganda is a bridge between countries and communication. It is a special form of translation for foreigners and for the purpose of promoting China. Through the review and summary of domestic and foreign literature, although the researches have different focuses, the theory and practice of external translation are studied in different theoretical frameworks in order to create new concepts, new categories and new expressions in China and foreign countries, to explain Chinese stories, to help the international community understand China, and to improve national soft power.
