摘 要

我国是一个发展中的经济大国，首要任务是经济建设，因此在工业化、城市化飞速发展的今天，保证资源能源的供应是非常重要的。目前，中国的资源供需矛盾异常激烈，生产能力的提升和需求量的扩大导致了包装废弃物的大量排量，严重影响了环境卫生，所以废弃物的回收利用问题是不可回避的，具有很重要的研究价值。国际市场对回收物流的系统已经有了一定的研究成果，形成了一定的规模，而我国在这方面仍处于初级阶段，起步晚、发展缓慢，政府和企业对此也没有引起充分的重视，民众的回收物流观念也未能普及。同时，包装回收物流体系的监督管理体制也存在漏洞，管理框架粗糙等问题都给包装废弃物回收物流系统的建立带来了较大的困难。随着经济的进一步发展，在能源资源的需求和国际市场的影响下，发展包装废弃物回收物流系统已经是必不可少。

Research of Packaging Waste Recycling Logistics System

Abstract

Economy in the development of our country is a big country, the priority is economic development, thus in today"s rapid industrialization and urbanization development, guarantee the supply of energy resources is very important. At present, the contradiction between supply and demand of resources in China is fierce, the production capacity of ascension and expansion led to the demand for packaging waste a large amount of emissions, seriously affected the environmental health, so the waste recycling problem is unavoidable, has the very important research value. Of returned logistics system of the international market have a certain research, has formed a certain scale, but our country in this aspect is still at the primary stage, late start, slow development, the government and enterprise are not sufficient attention, people returned logistics concept also failed to popularize. At the same time, the packaging recycling logistics system of supervision and management system of the loophole, the problem such as rough management framework for the establishment of the packaging waste recycling logistics system brings great difficulties. With the further development of the economy, the demand for energy resources in the international market, the development of packaging waste recycling logistics system is essential. Thesis mainly expounds the packaging waste recycling system to establish the significance of reverse logistics and related technology is introduced, and the problem of packaging waste recycling logistics in our country. Paper compares the present situation of the waste recycling logistics system at home and abroad, and analyzes the research results, on the basis of existing research experience value factors of packaging waste recycling logistics system are expounded.Paper packaging waste recycling logistics system are analyzed and the link of circular economy, based on the recycling logistics system design idea and composition elements of analysis, put forward the basic building packaging waste recycling logistics system. Paper also related national policies and social actual situation, proposed to the packaging waste recycling logistics system to establish practical advice.

第一章 绪 论

1.1 研究背景

近年来，随着人们对绿色经济的不断认知和可持续经济观念的不断深化，包装废弃物的回收利用引起了国家社会的日益关注。包装废弃物通过回收、再生产，就能够重新进入销售和消费流程，而物流系统则决定了回收的效率化资源化的程度。我国包装业发展迅速，产生的包装废弃物数量大，既消耗大量的能源资源，又对环境造成了严重的威胁。我国的包装废弃物回收物流系统不健全，回收利用率低。因此，合理的利用包装废弃物，不但可以节约企业的物流成本，还能带来可观的经济效益，同时可以实现国家经济的可持续发展、解决环境和能源问题。所以应该重视对包装废弃物逆向物流系统的研究。

1.2 研究的意义

二十世纪以来，包装工业总产值迅速增长，一方面反映了经济发展和人民生活水平提高，但另一方面包装废弃物大量增加对环境造成了严重污染。近年来，随着人们对绿色经济的认知和可持续经济观念的不断深化，包装废弃物的资源性利用性引起了国家、社会的日益关注。包装废弃物不仅是垃圾废弃物品，同时也是一种可循环利用的原料，可以被回收利用。包装废弃物通过回收、再生产，就能够重新进入销售和消费流程，而物流系统决定了回收效率化资源化的程度。通过回收利用包装废弃物，不仅有助于解决资源不足对经济发展的制约，而且有助于我国经济所有制结构的优化，实现经济发展模式良性转变，同时又能节约能源、保护环境。因此，研究包装废弃物回收物流系统，加强包装废弃物回收系统管理值得引起重视。
